Mail & Messenger Service Guide

Mail and Messenger Services, a unit in the Division of Agency Support of the Department of Central Management Services' Bureau of Strategic Sourcing and Procurement, was created to provide a consolidated, economical mail system for state agencies.

State of Illinois Interagency Mail Service

Each workday, the unit sorts and distributes almost 60,000 pieces of mail to more than 870 mail pick-up points at state agencies, boards, and commissions. This service eliminates the need for routing most agency-to-agency mail through the U.S. Postal Service, greatly decreases the state's use of independent agency or commercial couriers, and saves the state more than $10 million a year when compared to U.S. Postal Service rates.

U.S. Mail Assistance

Mail and Messenger provides postage metering services for numerous agencies, boards, and commissions through the CMS mail centers in Springfield and Chicago. The unit also advises on postage requirements and methods for reducing postage expenditures.

The unit administers presort contractual agreements available to all state agencies in the Springfield and Chicago areas. These agreements reduce the mailing cost of more than 6.5 million pieces of mail by over $300,000 per year.

Some of the primary services provided by the unit include:

  • Overnight interagency courier service (Pony) between Springfield and Chicago for mail received at the CMS mail centers by 5 p.m.
  • Two daily deliveries and pickups of interagency mail in Springfield.
  • One daily delivery and pickup of interagency mail in Chicago. (Two deliveries at the James R. Thompson Center and the Michael A. Bilandic Building.)
  • Procurement and perforation of postage stamps for state agencies, boards, commissions, constitutional offices, legislature, and universities.
  • Postage metering for agencies in the James R. Thompson Center and the Michael A. Bilandic Building in Chicago.
  • Administration of presorting contracts for first-class and flat mail originating from Springfield and Chicago agencies.
  • Security screening of 300,000 pounds of mail each month.
  • Security screening of packages delivered to the James R. Thompson Center by private carriers.
