The Department of Central Management Services provides programs and services designed to make governmental administration as efficient and cost effective as possible by reducing duplication of effort and/or increasing participant’s spending power.

CMS Service Desk

The CMS Service Desk handles state agency customer issues regarding computers, phone, and Internet services.

I-CYCLE

The I-CYCLE program is a self-funded recycling program administered by the Property Management Division of CMS.

This guide contains information on ordering stamps, mailing tips and a list of Springfield and Chicago agencies that receive Mail & Messenger Service.

State Use Program

The State Use Program, created by the 1983 enactment of the State Use Law, promotes a desirable socioeconomic goal by using the tremendous purchasing power of state government as a catalyst in employing severely disabled people who cannot engage in competitive employment.

Illinois Wireless Information Network (IWIN)

The Illinois Department of Central Management Services Bureau of Communications and Computer Services (BCCS) owns and manages the Illinois Wireless Information Network (IWIN) through a unique contractual partnership between the State of Illinois, Verizon Wireless, and Motorola. The networks' purpose is to provide a fast, reliable, and secure wide area data network to Federal, State, County, and local government wireless users within Illinois who require mobile communications.

Division of Telecommunications

Under statutory obligation, CMS has designated the Division of Telecommunications to fulfill the requirement to "provide for and control the procurement, retention, installation and maintenance of telecommunication equipment or services used by State agencies in the interest of efficiency and economy."
